Baltimore Police Announce Promotions and Transfers
BALTIMORE MD (July 9, 2013): Baltimore Police Commissioner Anthony Batts today announced a number of promotions and transfers.
“Like any good organization’s leader, I have been assessing the skills and abilities of my team. We are promoting up‐and‐coming talent that brings new ideas and strengths to our seasoned commanders,” said Batts. “These personnel changes make for better management of our most important resource – our people. It also allows us to be more tactically efficient and accountable.”
The most notable change is a move to a three Area Command format, which will assist the department as it moves to community‐oriented, geographically smart policing. Darryl DeSousa has been promoted to Colonel in the Neighborhood Patrol Bureau; while Melissa Hyatt, Dan Lioi, and Cliff McWhite have been promoted to Lieutenant Colonels and will command Area I, II and III respectively.
Dave Reitz has also been promoted to the rank of Lieutenant Colonel and will command Criminal Investigations, while Major Sabrina Tapp‐Harper will take over the Special Investigations Section which includes oversight of domestic violence and sexual assault cases.
Maintaining stability in each of the districts was a priority, and this was accomplished by retaining at least one current command member in each station house. Four districts will get new majors and five new captains will join the districts.
Colonel Garnell Green will move to the Professional Standards and Accountability Bureau where he will oversee the implementation of new policies and procedures in the areas of use‐of‐force, police‐ involved‐shootings and police ethics; and Major Johnny Delgado will take on new responsibilities as the department’s Watch Commander, overseeing police response across the city during the busiest times of the day.
The changes take effect tomorrow.
Lt. Colonel Dave Reitz, Criminal Investigations Division
Lt. Col. Reitz most recently served as commander of Southern District. He has served the department since 1982 and has spent time in Northeastern, Eastern, Southeastern and Southern Districts, along with the Special Operations Division and Violent Crime Task Force. He was awarded a Bronze Star for rescuing a woman from a burning building, and a Life Saving Award for rescuing a woman from a burning car.
Captain LaTonya Lewis, Southern District
Capt. Lewis has served the citizens of Baltimore for 17 years and has a BS Degree in Management from Johns Hopkins University. She has worked in three different districts, along with the Education and Training Section and most recently was with the Professional Standards and Accountability Bureau.
